Currently, we are at GMT -7 so I think GMT +12 would be 3pm on Monday.

Don't they all change? Meaning the time changes, but the time zone stays the same? My computer still says I am -7.

GMT stays the same year round (no Daylight savings). You technically are still in the GMT -7 timezone, but if you actually want to know how far away you are from GMT, you are -6. Look here: http://wwp.greenwichmeantime.com/info/current-time.htm you'll see you're 6 away and i'm 7 away.
