The only reason "Nineteen Ninety" is correct is because the nineteen represents Nineteen Hundred (aka 1900). Trying to say "Twenty Hundred" is just plain wrong, it's "Two thousand". After 2100 we can call it "Twenty one ten" but at this point, it is just wrong.
Typically a descriptor follows for that to be accurate. It would be one hundred and three tenths. You will never catch someone saying "one hundred and three" and meaning 100.3 even if they are an English nut. Or at least not anywhere I've been.

Well nobody says 1910 as One Thousand Nine Hundred Ten. We say Nineteen Ten.

i would say, 20 10, cause i grew up saying 19 90. But that takes too long, so i'm gonna just say 10.
Twenty Hundred is no less correct than nineteen hundred.
Also, I'm pretty sure using "and" in a number is a difference between British and American English.
