Depends. If it would be interesting to play out and wasn't blatant propaganda and has some variables to it

I said yes, but that's only if it is within the storyline, meaning a certain system caused something.

well games are an art form like books and films too so if someone wants to make a political or social comment through the medium of game then sure go ahead.
